Reason For Revision

Phase 1 of the reliability services initiative enhances the resource adequacy (RA) rules and processes to align more closely with reliability and regulatory rules.

The changes include:

1.    Enhancements to further integrate preferred resources into the grid.

2.    Integrating flexible resource adequacy resources into the energy market.

3.    Update the availability incentive mechanism price based on the CPM price.

4.    Revisions to RA outage management rules.

 

To support these changes, the existing standard capacity product is being replaced with the resource adequacy availability incentive mechanism (RAAIM).The new incentive mechanism evaluates RA resources based on their market bids, and shall assess charges or payments to each RA resource where their monthly performance exceeds a monthly performance standard. Details of the configuration logic is specified within each document.  Terminated BPMs are listed in another PRR.

 

Configuration changes associated with this initiative have a prospective implementation date of 02/24/16 with a production effective trade date of 3/1/2016.

Due to RSI/CMP production deployment being delayed to Fall 2016, this PRR has been placed on hold.

The RAAIM PC BPM has been updated based on participant feedback and market simulation.  The formula for RT availability now takes into account DA regulation awards that must be scheduled in the RT market. The quantity of flexible exempt outage capacity now takes into account a unit’s startup time.

The RAAIM PC configuration guide has been updated  to correct the following issues:
•  Draft Tariff language (Section 40.9.3.2 (f)(5)) states that Variable Energy Resource (VER) availability assessment shall be based on the resource’s Economic Bids in the Real Time Market.  All formulas associated with the evaluation of VER resources in the day ahead market have been either updated or removed.
•  The formula for eligible EFC Pmin has been updated to take into account when a resource has been de-rated or on outage.

In response to the comments submitted on behalf of the Cities of Anaheim, Azusa, Banning, Colton Pasadena, and Riverside, the CAISO accepts and has made the following changes:

• RAAIM_PC: The configuration has been updated to reflect the exemption of “Combined Flexible RA Capacity Resources” in sections 3.6 and 3.6.9. Additionally, clerical edits suggested for section 3.7 have been included.

• CC8830: The suggested advisory period has been included in the business rule section.

• CC8831:   The description of the output variables in section 3.7 has been updated to remove the inconsistency in its definition.

The RA Availability Incentive Mechanism PC was updated to correct issues identified with internal testing.  An attribute summation has been added to eliminate duplicate calculation.
