Initial Comments
The attachment for this PRR proposes to delete three sentences at the end of § 6.1.5.6 that address cost responsibility for assigned Deliverability Network Upgrades (“DNUs”) for projects that are withdrawn from the interconnection queue due to a failure to meet commercial viability criteria.  The deletion of this language does not appear to be directly related to other modifications proposed in the PRR or the described purpose for the PRR.  The Six Cities request that the CAISO explain the basis for the proposed deletion of the language regarding DNU cost responsibility.

The language in this section was updated to reflect that not demonstrating CVC will result in withdrawal of the project from the interconnection queue, which makes the remaining language regarding cost responsibility adjustments for DNUs irrelevant.

Recommendation Comments
The attachment for this PRR proposes to delete three sentences at the end of § 6.1.5.6 that address cost responsibility for assigned Deliverability Network Upgrades (“DNUs”) for projects that are withdrawn from the interconnection queue due to a failure to meet commercial viability criteria.  The Six Cities submitted an Initial Comment requesting an explanation for the proposed deletion of the language regarding DNU cost responsibility.  Upon further consideration and review of the proposed BPM for Resource Interconnection Standards included in PRR 1695, the Six Cities suggest that, to provide additional clarity, the following language be added to the first sentence of § 6.1.5.6: “and subject to any applicable Withdrawal Penalty or forfeitures of deposits.”  As recommended by the Six Cities, § 6.1.5.6 would read:  “A project that fails to meet or maintain commercial viability criteria will be withdrawn and subject to any applicable Withdrawal Penalty or forfeitures of deposits.”
