Clarifies that when a EIM BAA elects to limit their EIM Transfers with a Net ITC constraint, the Net ITC constraint will not include the FRP awards due to the lack of capacity transfers in the WEIM. ​

Several uses of the phrases “not included” or “not include” create ambiguity in the proposed language for revisions to § 7.1.3.1 of the BPM for the Energy Imbalance Market relating to treatment of FRP awards when a BAA elects to limit its EIM Transfers with a Net ITC constraint.  In line 6 of the second paragraph, does “not included” mean “not enforced”?  In line 7, does “not include” mean “not support” or “not accommodate”?  The Six Cities request that the CAISO modify the proposed language to clarify the proposed revisions.
