   Instantaneous State Of Charge (SOC)

The Instantaneous SOC is the amount of energy in MWh that the battery, in real time, has available for CAISO participation.  The SOC will be maintained within energy limit constraints (minimum and maximum) defined in the CAISO Master File.  Data should be updated every four seconds and should vary from zero to maximum energy limit. 

 Maximum Continuous Energy limit

The Maximum Continuous Energy Limit is the maximum energy in MWh that can be stored in the battery for CAISO participation. This value cannot be above the maximum energy limit defined in the CAISO Master File. The derate should be reflected, when applicable, in real time.​

         Instantaneous State Of Charge (SOC)

The Instantaneous SOC is the amount of energy in MWh that the battery, in real time, has available for CAISO participation at the time this value is conveyed through telemetry. This value should be between the Minimum Continuous Energy Limit and Maximum Continuous Energy Limit as registered in the Master File, adjusted by any applicable outage, derate, or rerate.  The SOC will be maintained within energy limit constraints (minimum and maximum) defined in the CAISO Master File.  Data should be updated every four seconds and should vary from zero to maximum energy limit. 

            Maximum Continuous Energy limit

The Maximum Continuous Energy Limit is the maximum energy in MWh that can be stored in the battery for CAISO participation at the time this value is conveyed through telemetry. This value should align with what is registered in the Master File, adjusted by any applicable outage, derate, or rerate. This value cannot be above the maximum energy limit defined in the CAISO Master File. The derate should be reflected, when applicable, in real time.​

Reason For Revision

​Updates to battery point definitions​ to add clarity​ to the Instantaneous State Of Charge (SOC) and Maximum Continuous Energy limit.​ A new Telemetry point added – Minimum Continuous Energy Limit.​

CAISO has received the following comments from Alan Meck (Pacific Gas & Electric), 7/16/2026

1. Some of the text is garbled. For example, on p. 81, under Section 6.2 Analog and Digital Notes, #16 reads “HNote 1621es average wind speed.esources if there resource has a Battery component.SL”
2. PG&E is concerned with some of the text in the impact document that says CAISO will require the telemetry of SOC to agree with the master file values, because some batteries are overbuilt. And if a battery is overbuilt then there will be times where the SOC does not agree with the master file’s max value.
3. Also, this isn’t directly related to PRR 1679, but in the BPM on Direct Telemetry, Table 6-1 says that batteries are required to provide their ramp rate as part of their telemetry requirements. We are unsure how we would measure that. Could CAISO provide some clarification on its expectations around this requirement?
