PRR 986 has been moved back into Recommendation Comment period to allow comments on the Redlined BPM, version 3 attached at the bottom of this PRR.

              1) ISO agrees to stakeholder feedback about keeping the availability assessment hour (AAH) in    
                     the BPM. 
                    a.  ISO posted a new redline v3 which includes the AAH for generic and flexible  RA for 2017
                         and  2018. 
              2) ISO also included the methodology used to calculate the hours in the new redline version. 
              3) ISO has set up a stakeholder meeting on 6/6 – (market notice will be posted within a 
                      week) “2018 Annual Review of Determination of Availability Assessment Hours” to discuss
                      the change in the hours and the methodology used.
              4) ISO has moved this PRR in to a comment period and will use the 6/6 meeting to go over the
                     details and questions from stakeholders.

Initial Comments
PG&E oppose this change as we feel the RAAIM assessment hours should be defined in the BPM.  If there are changes to the assessment hours after the assessment studies (generic and flexible), market participants should have an opportunity to review and provide feedback when changes are done through the BPM process.

SDG&E appreciates the CAISO agreeing to leave the RAAIM Availability Assessment Hours in the BPM.

SDG&E recommends the CAISO to provide more detail surrounding its methodology and analysis of the 2018 Availability Assessment Hours.
Specifically, what load hours were used in the analysis?  Did the analysis use the previous 3 years (2014 - 2016)?  Did the CAISO consider using 2018 forecasted load hours that were used in the Flexible RA Availability Assessment Hours?
Did the CAISO consider making the summer and winter months consistent across the Availability Assessment Hours for System, Local and Flexible RA.
Did the CAISO consider using Load with behind the meter PV excluded instead of looking Load with behind the meter PV?

SDG&E believes the CAISO should include a date each year, in which it shall provide the analysis and publish the Availability Assessment Hours for the following compliance year.

Finally, SDG&E recommends the CAISO to extend the window to provide comments beyond June 5th so that stakeholders may provide additional comments after the June 6th meeting.

SDG&E looks forward to the discussion on June 6th.

ISO will host a stakeholder meeting to review AAH and changes for 2018 RA year.
