This revision includes the change in Section 2.1.1.2 to align the BPM with updated contract obligations under the COI Path Operator Agreement and inform market participants that a N-S & S-N flow constraint will be enforced on the California-Oregon Intertie (COI) to manage physical and market flows in all Real-Time Markets (RTD, RTPD, STUC, RTBS).

 

The effective date will be 8/1/2023.

PacificCorp had a follow-up comment regarding notifications when the COI nomograms constraints are binding. However, this functionality currently does not exist in current systems and will be discussed in another enhancement in the future.

Initial Comments
PacifiCorp appreciates the opportunity to comment on Proposed Revision Request (PRR) 1519. In the aftermath of the COI Owners Meeting in June, PacifiCorp stated support for the proposed modifications to the COI agreement on the condition that all COI owners are notified and have visibility when the COI constraint is activated in the market. As such, PacifiCorp believes language on notification of the activated constraint should be included in the Managing Full Network Model Business Practice Manual (BPM). PacifiCorp requests that the sentence, "The CAISO will notify all COI Path Owners when the N-S or S-N flow constraints on the COI are activated in the Real-Time Markets", is added to the end of section 2.1.1.2. PacifiCorp believes notification of the activated COI constraint is vital to effectively operate within the EIM, and so it is important that it is codified within the BPM.

When the constraint was activated in all Real-Time Markets on August 1st, 2023, it will remain as always active. The active/deactive status will not be toggled, therefore no additional notifications are needed. 

To provide a better clarification, the sentence "The constraint will always be active in all Real-Time Markets" will be added to the end of section 2.1.1.2 of the FNM BPM.
