Recommendation Comments
Thank you for submitting your comments. The ISO believes this BPM change is a first step to articulate good utility practice in connection with legacy inverter based resources that cannot control their output when they have fuel. If an inverter based resource does not have a plant controller or cannot follow its DOP (linear ramp between DOTs) then the resource owner needs to incur the costs associated with deploying technology to limit the resource’s maximum ramp rate as outlined..
