6/2/2022:  Announcement of another small update to State-of-Charge Consideration Section:

"This also includes accounting for maintaining 30-minutes for SOC for Ancillary Service schedules in the market optimization, but only for storage resources in the CAISO BAA."

Reason for clarification:

The 30 minute market requirement is for the CAISO constraint, and not enforcing this constraint on the WEIM entity BAAs makes sense because the market does not manage WEIM ancillary services.

Small update announcement:  Adding the words 'with Subject Line "RSE Attestation" ' in Appendix C below:

Appendix C:  Demand Response Attestation
The following attestation form may be used to acknowledges WEIM eEntity responsibilities when accounting for non-participating Ddemand Rresponse as described in Section 11.3.2.  This attestation must be completed and attached to a CIDI ticket with Subject Line "RSE Attestation" for the BAAOP functionality to be enabled and allow the Short-Term Forecast adjustments process to proceed.  For any desired changes to this attestation after its submission, please contact your Client Representative.

Initial Comments
SRP would like to submit the following comments for the PRR 1440:

SRP requests the CAISO provide clarification and examples of how the CAISO will account for intertemporal constraints for counting Multi-Stage Generation (MSG) capacity. The CAISO has also not discussed the enhancement to the RSE test that looks at the available MSG supply in the capacity test, and improves the logic from calculating the highest value among applicable MSG configurations to the MSG config that is actually achievable in the next hour.

The demand response forecast that is updated in Balancing Authority Area Operations Portal (BAAOP) is currently not to be used in the Base Schedule Aggregation Portal (BSAP) to balance the base schedules. This is a gap in two CAISO systems and how they account for balancing. SRP has concerns this will create confusion with operators who are using BSAP for hourly balancing. During the Resource Sufficiency Evaluation (RSE) market simulation training on May 16, CAISO acknowledge the gap in the system, but deferred it as an enhancement. SRP requests that a holistic view of the impact to system be completed for each RSE enhancement. SRP requests CAISO to have BSAP compatible to use the accurate Demand forecast from BAAOP instead of Automated Load Forecast System (ALFS) before implementation of this RSE enhancement for Summer 2022.

Thank you for the comments.  We will add detail regarding the intertemporal constraints used for the MSG supply calculation,  This was inadvertently left out.

Regarding the BSAP resquest, we recogize the request but cannot commit to such an enhancement to be developed, tested and implemented in the short Phase 1 timeframe before Summer 2022 starts.  We can only commit to discussing the enhancement through the RSE Enhancement Phase 2 effort.
