Response to comments:

WEIM entities using the Resource Sufficiency Evaluation (RSE) model, may be located within the state of California, However, this model was designed to address DR participation that does not meet the metering and telemetry requirements for the CAISOs PDR and RDRR models.  RSE was not considered for the IOUs that exist within the CAISOs BAA and utilize the CAISOs PDR and RDRR models.  Therefore, in the instance where a DR that does not fit our current PDR and RDRR model is used, the CAISO would expect to see it reflected in the forecast and would be considered in the RSE for subsequent intervals. Additionally, please refer to the diagram in the Demand Response BPM Section 18 to determine whether the WEIM DR will be used in the RSE vs. Automated Load Forecast System (ALFS).
