Initial Comments
PG&E appreciates the opportunity to comment on the changes introduced by PRR 1214 in the Outage Management BPM.  We only have one concern.  On page 37 of the redlined Outage BPM, it currently states in section 7.2.1:
 
o If prior notice of a forced outage is not possible.
 
 For transmission facilities, the operator must notify the ISO through the Outage Management System within 30 minutesof the outage occurring. When reporting the issue to the Outage Management System, the transmission operator must include when the outage began.
 
PG&E believes it should read as follows:
 
o If prior notice of a forced outage is not possible.
 
 For transmission facilities, the operator must notify the ISO through the Outage Management System within 30 minutes of the time of discovery. When reporting the issue to the Outage Management System, the transmission operator must include when the outage began.
