Initial Comments
In accordance with the Business Practice Manual (“BPM”) Change Management Process, the Cities of Anaheim, Azusa, Banning, Colton, Pasadena, and Riverside, California (collectively, the “Six Cities”) submit their comments on Proposed Revision Request (“PRR”) 1136.  The Six Cities’ comments are provided in the form of redlined revisions to Section 2.1.15 of the Market Operations BPM.  The attached document also includes embedded comments.  The Six Cities’ revisions are highlighted in yellow.

1. Section 2.1.15

The bullet: “Explanation stating whether the resource has available fuel or fuel equivalent (i.e. water) available across the granularity of the limitation to allow it to participate economically in the CAISO market.  The resource must be able to respond to energy price signals to support that the use limitation imposes an opportunity cost on the resource.” should be removed to be consistent with Tariff Section 30.4.1.1.6.1.1 Criterion (3).

2. Section 2.1.15.2 Validating Use Limitations

PG&E questions what the limitation category “Resource Data Template Fields” refers to and why it is included as an example.
