8.5.4.    Generator Projects with two or more distinct Phases

If an Interconnection Customer’s Network Upgrades and/or Interconnection Facilities are separated into two or more specific components and/or into two or more separate and distinct phases of construction and the Participating TO is able to identify and separate the costs of the identified separate components and/or phases of construction, then the Participating TO, the CAISO, and the Interconnection Customer may negotiate, as part of the Generator Interconnection Agreement, a division of the third Interconnection Financial Security posting into distinct Interconnection Financial Security  amounts and may establish specific milestone dates (however, outside dates must be included and adhered to) for posting the amounts corresponding to each component and/or phase of construction related to the Network Upgrades and/or Interconnection Facilities described in the Generator Interconnection Agreement.

The CAISO’s final decision is to accept and implement the redline changes as proposed by the CAISO on April 18, 2017.  The GIDAP BPM will be updated and reposted accordingly.

It is unclear how frequent this situation will arise. PG&E notes that the transmission provider must agree to a phased or discrete approach for multi-phase upgrades. PG&E notes that calculating a project reconcilliation following a withdrawal would become significantly more challenging under these circumstances.

The separation of Third Posting concept is consistent with existing language that exists in the tariff.  Multi-phased projects are agreed to in a project’s Interconnection Agreement and the proposed change provides clarification of the refundable or non-refundable portion of the IFS based on the project’s phase at the time it withdraws.  The ISO recommends acceptance of the proposed language as modified by the ISO.

Westlands Solar Park supports these proposed revisions to provide clarification of existing CAISO policy. The revised phrasing is clearer and the addition of a new section (8.11.3) fills a gap in the BPM.
