Business Practice Manual Change Management

This revision is being made to help clarify existing processes and clean up some sections of the BPM. 
The following revisions are made:

• Updated BPM Owner
  
• Sections 4.3.1/4.3.2:
1. ​Added standard for RA/Supply plans for import resources
2. Added standard for SPTO resources, explaining how SPTO can show RA based on MIC on RA/Supply plans. This includes the expectation for Logical Share Resources for SPTO resources.
   
3. Some additional cleanup to align the sections with each other a little better
• Section 4.3.3
• Plan Status in CIRA is no longer used. Revised to advise how to validate successful upload in CIRA 
• Section 6.1.3.5
• Following the MIC enhancement, the portion of the tariff (40.4.6.2.2.1) which required CAISO to post the eligible contact information to the website was removed. This sentence is revised to reflect this change. Contact information will be tracked in CIRA from now on.
  
• Sections 9.2.2.3/9.3.6
• Added CPM MW in the NON_RA calculation
• Section 9.7.2
• Added a sentence to describe the process CAISO will follow to ensure we follow section 40.9.2.1(b) of the tariff, which is the process that the CAISO will notify the SC of the termination through CIDI
• Section 10.1
• ​Added a diagram to help show the process flow for a resource to get NQC, EFC, and be able to use their resource for monthly RA showings.
