Initial Comments
While SCE understands the CAISO’s intent with this “clarification” BPM PRR, the language currently included in paragraph 2 would result in a change to established policy and practice. Therefore, SCE cannot support PRR 1700 as currently written. SCE looks forward to working with the CAISO to incorporate clarifying language that is consistent with today’s business practices, is clear and concise, and does not leave room for multiple interpretations.

ISO response provided by Michael Martin: Thank you for the comment. The intent of the language was to clarify the continued use of AGC during market disruptions, including the appropriate use of the AGC Flag. We agree with your concerns and recognize that the proposed language could create confusion regarding the existing business practice for providing AS. It was not our intent to change that practice. Accordingly, please see the attached revised version, which is more concise, addresses your concerns, and better reflects the original intent.
