This PRR was submitted as “Emergency” only because it was received after the standard deadline. The BPM language has not been published to the BPM library as a typical emergency update. Instead, the updated BPM language will be published in May 2026.

Southern California Edison provides the following comments:

In the BPM for Market Operations Appendices, Section L.4., several descriptions contain "Error! Reference source not found." on page 313, and 323, 327, 328. SCE requests the CAISO please clarify what these sections are intended to be.

Six Cities Recommendation Comments for PRR 1668:
Section 6.5.1 - - In the second paragraph, second line, should “system marginal component” be “BAA marginal component.”
Section 6.6.5 - - A number of IFM Parameter Values, RUC Parameter Values, and Real-Time Parameter Values have been revised or added.  Please identify stakeholder materials that describe the logic and process for establishing the revised or added parameters or, if such materials have not previously been circulated to stakeholders, please provide an explanation for the revised and added parameter values. 
Section 6.8.2.4.4 - - The Six Cities’ Initial Comments on PRR 1668 questioned whether there will continue to be adjustments for Eligible Intermittent Resources under the DAME/EDAM design and if so, whether Eligible Intermittent Resources will be recognized in EDAM BAAs other than the CISO BAA.  The revised version of the BPM for Market Operations does not address the question, and the Six Cities reiterate their request for clarification.
Appendices, General Comment - - Throughout the revised Appendices volume there are multiple inconsistencies in headings, sub-headings, and exhibit references and missing cross-references that should be corrected for improved clarity.
Appendices Section N - -In the sub-section titled Calculation of Thresholds at page 328, third line, should the reference to “IRU and IRD” be “FRU and FRD”?
Appendices Section O - - In the sub-section at page 332 titled Calculation of Mosaic Quantile Regression, first line, should “Flexible Ramp” be “Imbalance Reserves”?
