This PRR includes an Excel file listing all impacted configuration guides and attachments, along with a ZIP file containing the individual documents. These configuration guides have been locked for the EDAM and DAME implementations.

Any identified variances are being tracked and managed through the draft technical documents available on the Release Planning site under “Settlements release – DAME and EDAM incremental updated technical documents.” These draft technical documents will reflect version numbers higher than 6.0.

Impact Analysis
Initial Comments
We have received the following written comments from Kyle Grousis-Henderson on behalf of CDWR on 3/17/26:
These are the comments that the California Department of Water Resources – State Water Project (CDWR-SWP) would like to submit for PRR 1662.

1. CDWR-SWP would like to know if the following Day Ahead CRR charge codes: CC6700, CC6701, CC6706, CC6790, and CC6791, would include DAME settlements of the IR MCC.  Although it looks like the current DAME BPM has language to address that CC6700 and CC6790 would include the DAME IR MCC settlement, CDWR-SWP did not find anything that mentions how the IR MCC would affect CC6701, CC6706, and CC6791.

2. CDWR-SWP would like that CAISO brings clarification if, after the implementation of DAME, the DA CRR credit requirement would include the DAME IR MCC component.  If the answer to the previous statement is Yes, then CDWR-SWP would like to know what rule would guide the DAME congestion path value that CAISO will use to calculate the DAME component of the DA CRR Credit requirement.  The current calculation of the DA CRR Credit requirement uses the 36-month congestion path value; however, this data would not be available for DAME at the time of DAME implementation. Furthermore, with the implementation of IR, how will this DAME implementation affect the Credit Requirement? Will IR implementation increase the Credit Requirement, or keep it maintained at the same level as now for LSEs?

We have received the following comments from Kyle Grousis-Henderson on behalf of CDWR on 4/13/26:

These are the comments that the California Department of Water Resources – State Water Project (CDWR-SWP) would like to submit for PRR 1662.

A. On May 1st when DAME starts up, what will be the charge codes, pertaining to the CAISO BAA, showing the following DAME CRR IR MCC settlement: A.1. the IR MCC settlement = IR MCC at the sink minus the IR MCC at the source, and A.2. the IR MCC de-rates?

B. The current DA CRR Settlements includes five charge codes strictly related to the DA CRR MCC settlement: CC 6700, CC6701, CC6706, CC6790, and CC6791.  Are Market Participants expected to find formulas for calculating the corresponding IR MCC settlements within these charge codes?

C. Can Market Participants view IR MCC within their settlements reports now during Parallel Operations before the May 1 implementation, or only during May 1 deployment.
