Initial Comments
Is CAISO planning to use the Upper Economic Limit (UEL) and/or Lower Economic Limit (LEL) values rather than telemetry in the first hour of an RTPD run? If telemetry is outside of UEL/LEL range, shouldn’t telemetry be used in the optimization?

Also can CAISO clarify how telemetry is used?

There will be no change to how we use the limits in the first hour of each RTPD run. The only change is happening in the second hour of the RTPD run, where we will now be considering the telemetry limits. The market will use the minimum of the Upper Economic Limit and the telemetry Unit Operation High Limit in the upward direction, and the maximum of the Lower Economic Limit and the Unit Operation Low Limit in the downward direction. This is how the limits work today in the first hour and it is being extended to the second hour of the RTPD run.
