Initial Comments
Idaho Power Company strongly supports the concept of a tolerance band for the flexible ramping sufficiency test and thanks CAISO for implementing this threshold. Idaho Power asks CAISO to monitor the impact of the 1% or 1 MW level to determine whether it is meeting the goal of avoiding de minimis test failures.
