Proposed Language

The CAISO expects that the CPUC will provide the CAISO, on a quarterly basis, with updated Local Capacity Requirements due to load migration. Where the CPUC provides such updates, the CAISO will incorporate the updated Local Capacity Requirements into LSEs’ monthly RA requirements as soon as feasible. The CAISO only will use the updated LCR requirements for the month-ahead RA process; updated requirements will not be used for annual CPM cost allocations.

Reason For Revision

Provided language on load migration information.

Initial Comments
SDG&E understands that the CPUC currently only updates the LCR due to load migration for the 2nd half of the calendar year which would impact the LCR of LSEs for July through December.  Has the CAISO collaborated with the CPUC to provide updates on a quarter basis?
System RA requirements are updated monthly due to load migration.  Is there a reason why the CAISO elects to exclude the monthly update process from this BPM language?
Likewise, Flexible RA requirements are updated similar to the LCR process where July through December requirements are revised due to load migration from the CPUC.  Should this language also be included in the BPM language?

Thank you.
