Reason For Revision
This PRR introduces automated logic in the RTD/RTPD and STUC clearing processes that allows the market to identify resource constraints that will lead to a market disruption. The logic will relax these resource-level constraints to address the identified infeasibility in the market clearing process and thereby achieve a market solution.  This logic effectively mitigates for market disruptions and eliminates the need to exclude resources from participating in the market.
