Initial Comments
The California Efficiency + Demand Management Council (“Council”) appreciates the opportunity to comment in support of Proposed Revision Request (PRR) 1614 to modify the Demand Response Business Practice Manual (BPM) to implement the demand response elements of the Penalty Enhancements: Demand Response, Investigation, Tolling (PEDRIT) stakeholder initiative.  The Council was supportive of the PEDRIT initiative because it will ensure that the CAISO’s demand response data requirements are met without imposing an unnecessarily heavy burden on demand response providers.  In reviewing PRR 1614, the Council believes that the proposed revisions to the Demand Response BPM accurately reflect the associated provisions of the PEDRIT initiative and recommend its approval.
