Initial Comments
CAISO received written comments from John Diep from SCE on  12/12/24:
SCE does not support the new proposed language in PRR1599.  SCE believes the requirement is excessive.   There are 14 critical points.  Scheduling coordinators should only have to report MW's when UPMW is bad.   SCs should only have to report SOC when SOC is bad.   SC's should only have to report MXENERGY when MXENERGY is bad.   SCs should only have to report online/offline status changes when the UCON point is bad.   The way this reads now, is that an SC would have to report MWs when any critical point goes bad (e.g. this BPM change says that if the “Wind Speed’ point goes bad, then SC would have to report MW).  The same for SOC, MXENERGY, online/offie, etc.
