Yes, excellent suggestion and we will make a redline change such as an HSL can exceed the PMax of the resource, ACC and/or POI and should reflect the true generation capability of the resource without any limitations.

APS understands that this change would allow the submitted High Sustainability Limit (HSL) to exceed the registered Pmax of the resource. Can the HSL also exceed the registered Point of Interconnect Limit/Aggregate Capability Constraint? Adding the answer to this question to the redline could provide additional clarification to this section.
