The Six Cities have not identified a concern with the concept described in the PRR, but the example included in the PRR is confusing and raises questions.  First, the PRR refers to Long-start resources, but the example involves a resource that does not meet the definition of a Long-Start resource, raising a question about the intended scope of the PRR.  The definition of Long Start resource is a cycle time greater than 255 minutes or 4.25 hours, and the example involves a resource with a minimum down time of 4 hours.  Second, the illustrative example involves whole hourly amounts.  If the minimum down time of a resource equals 4.25 hours, it is not clear whether the binding shut down provided in the PRR would occur at 12:45 in the Real-Time optimization or at 12:00 or 13:00 in the Day-Ahead schedule.
