Description: Response to comment 1: In the Business Practice Manuals, the CAISO can clarify policy established in the CAISO tariff. In this instance, the CAISO quoted the language in CAISO Tariff Appendix DD verbatim. The substitution requested would expand the policy beyond what is considered a clarification. Response to comment 2: The FERC Order 2023 and IPE 2023 policy are captured in CAISO Tariff Appendix KK, Resource Interconnection Standards, which applies to cluster 15 and all subsequent clusters. The CAISO intends to submit the Business Practice Manual for the Resource Interconnection Standards in late 2025.
