Added clarity on the times when Commercial Viability Criteria is not needed for COD extensions tighten the BPM, aligning it with the intent of the tariff and will lower administrative burden for both Market Participants and CAISO staff while maintaining system reliability. Adding an explicit exception for Full/Partial Capacity Deliverability Status (FCDS/PCDS) date alignment will help developers quickly determine when a CVC demonstration is unnecessary, avoiding inadvertent non-compliance and paperwork cycles for both CAISO and Interconnection Customers. The clarification simply codifies an existing CAISO practice and will reduce confusion for projects whose TPD-supporting upgrades come online years after the original COD. 

Expanding Section 6.2.1.4 to include delays in constructing PTO Interconnection Facilities is a needed addition and will provide immediate clarity on current existing issues. This ensures developers are not penalized differently depending on whether the schedule risk stems from Network Upgrades or PTOIFs. This small wording change closes a fairness gap and aligns the BPM with real-world construction dependencies.
