Recommendation Comment for PRR - 1577

Description: The Six Cities recommend clarifying the proposed language for PRR 1577 to be consistent with the proposed changes in PRR 1582 summarizing bidding requirements for Non-Generator Resources at pages 88-89 of the BPM for Reliability Requirements. The currrent language for PRR 1577 suggests that there is a distinction in RUC bidding requirements for NGR that engage in REM versus other NGRs. The proposed changes in PRR 1582 show the same RUC bidding requirements for both Non REM NGRs and REM NGRs.
