Initial Comment for PRR - 1486

Description: SDG&E requests that CAISO considers revising the first sentence of the addition to Section 5.3 "The Point of Interconnection must be to an existing facility on the CAISO Controlled Grid or to a facility approved in the CAISO’s Transmission Plan..." It does not seem CAISO's intent to preclude IRs from seeking to connect to a prior queue project's POI of a loop-in switchyard, which would not be considered an "existing facility".

Response: The issue raised by SDG&E needs additional discussion that is more appropriate outside the emergency PRR process. The Issue will be addressed during an updoming policy comment process.
