Initial Comment for PRR - 1357

Description: SRP requests more details regarding the timeline for submitting manual reference level requests. In section O.1.3, the BPM states that the “Requests must be submitted via CIDI by 8:00 AM Pacific Time on the business day the applicable CAISO market is executed.” It does not specify if the requests may be submitted and processed early in order to capture trade hours that may fall within a gas day in the early morning. For example, the gas day for SRP may begin at 7:00 AM Mountain Time, and if the request is not processed until late morning, there are several hours where SRP cannot ensure cost recovery. SRP suggests allowing requests to be submitted the day before the trade date for the Real Time Market (RTM) so they can be processed in time to capture all applicable hours. SRP also requests a timeline to describe the processing of Automated Reference Level Change Requests, including the timeline of when RTM Reasonability Thresholds are calculated and when Automated Reference Level Changes can be submitted to SIBR prior to HE1 of the RTM. A graphic may be helpful to describe these processes.
