Initial Comment for PRR - 1346

Description: PRR 1346 proposes to make revisions to the BPM that first requires FERC approval, as requested in CAISO’s April 28, 2021, tariff amendment filing to revise load, export, and wheeling through priorities (Docket No. ER21-1790). The proposed language in PRR 1346 does not indicate that it will go into effect only if FERC approves the tariff changes requested by CAISO in that proceeding. CAISO may not implement a change to its BPM that significantly affects the rates, terms and conditions of service. Any revisions to the BPM that may be warranted to elaborate on or explain detail in the tariff should only be implemented if and when FERC approves CAISO’s proposed tariff changes. Therefore, PRR 1346 is premature and should not be pursued until and unless FERC approves the revisions to CAISO’s tariff requested in ER21-1790.
