Initial Comment for PRR - 1266

Description: It is not entirely clear in section 6.2 that a “SC shall be responsible for… Effective Jan 1, 2021, Scheduling Coordinators are required to submit the Excess Behind the Meter Production (EBTMP) using the same resource ID as load. EBTMP represents the amount of generation that exceeds host consumption”, doesn’t apply to an SC with a resource ID for load in the EIM. In the EBTMP initiative draft final proposal in section 7 on EIM designation that, “This proposal is limited to addressing load metering and how load-based charges are allocated to entities within the ISO BAA”. Is there a way to make it more clear in the BPM that this requirement for EBTMP is only applicable to load serving entities within CAISO BAA? Thank You.
