Recommendation Comment for PRR - 1177

Description: This type of resource will be exempted from Wheeling Access Charge (WAC). Exemption data needs to be created to make this work. The exemption data is used by the PC Wheel Export Quantity, and eventually reflected in CC382 as a charge exemption. Previously this was not created for market sim. Please see updated data in Map Stage early next week of Oct. 7th.
