Reason For Revision

This is a new Demand Response BPM.  The ISO is moving some information from the BPM for Metering to the BPM for Demand Response, adding additional information related to process, and language for ESDER 3a initiative.  The BPM for Metering will be updated to remove these sections in the near future.

Recommendation Comments
I realize this is past the deadline, but I found a few minor edits.

5-in-5 weekend weighted average (p28): I think "The closest day to the baseline" should be "The closest day to the event"

adjustment period for 10-in-10 language doesn't match tariff.
