Idaho Power would like clarification on why startup times are not included in Outage times in the Integrated Forward Market, but are included in Outage times in the Real-Time Market. Why the difference in treatment between the two markets?

RTM will allow a Self Schedule to start immediately after outage due to its current status in real time and the Market Participant’s knowledge of the resource capabilities to start immediately. In the DAM timeframe, since the real time status of the resource is not known, DAM will take "a worst case scenario" approach and adhere to the resource's characteristic for startup time.
